Does an arrest warrant need to be issued to qualify a death as arrest related?

No. The data collection includes deaths of arrest subjects regardless of whether an arrest warrant was issued for the deceased. Law enforcement officers frequently make arrests in response to unexpected events. Requiring that an arrest warrant be issued prior to the person’s death would exclude many reportable arrest-related deaths.
 
However, the ARD program excludes deaths of persons who had unenforced arrest warrants and did not interact with law enforcement. In such cases, the arrest warrant indicates an administrative criminal justice status and not an attempt to apprehend an arrest subject.
