This press release announces that at the end of 1995, 3.8 million men and women were on probation or parole, an increase of 119,000 during the year. The 3.2% increase was slightly below the annual average rate of 3.4, from 1990 to 1995. Numerical tables present state-by-state counts and rates for both forms of supervision in the community. The overall numbers are also compared with those of the incarcerated population, 1980-95.
